NDI Plugin on Windows 10 HOME edition

Here's the situation- Relative newbie using 2 laptop pc's- second one is for a projector only- no stream. My second PC sometimes will get a black screen when on a CAT 7 cable directly back to my other PC and with its Wifi turned off. (Trying to reduce lag/ signal spottiness from someone else's wifi network of questionable speed.) The PC's both see each other in Windows Networking.
I have done a web search, I've set the Ethernet IP address manually in IPv4 on both machines, and whitelisted OBS in both machines. Unidentified Network is "public". Tried the secpol.msc change- it does not exist on this machine (Home Edition). I tried the regedit change too, but still showing as a public network named "Unidentified Network". Need a good set of steps to diagnose this- bouncing around, checking everything randomly isn't helping.
I'd appreciate any help you may be able to provide. Thank you in advance.

If you're using a straight ethernet cable, you'll need what's called a crossover cable. It's an ethernet cable that allows you to plug two like devices together and have them *see* each other.
