Question / Help NDI Plugin for capturing/streaming 1440p @60fps - 2 PC streaming

I used to stream 1080p via a capture card and passthrough via HDMI. Couldn't after upgrading to 1440p monitor using Displayport. After much research tried:

NDI Plugin to in OBS as Display Capture, sent unrendered via USB3.0 Gigabit to ethernet converters to OBS on streaming PC @ 20MB/sec as an NDI Source.
NDI Scan Converter to NDI Studio Monitor on PC Stream (at same rate via USB3.0..) then into OBS via NDI Source

Both were to be downscaled in OBS to 1080p@60FPS

PUBG seemed fairly fluid and workable (but probably not as smooth as it used to be, not quite 60FPS). Black Ops 4 was an unworkable 5-10 fps. Did some research, found that the Display capture on the gaming PC could not process everything happening with the GPU as the game itself was requiring 90+ % of the GPU's processing power (alt-tabbing revealed indeed that this is when the low frames would begin).

Anyone streaming hi-performance games and using NDI and not having this issue?
Anyone using a capture card that can do 2560x1440p @ 144hz for passthrough even if it will only be downscaled to 1080p@60fps for streaming?
Anyone figure out how to send the video signal via HDMI to a second monitor without issues due to windows 10 conflicts of different resolution/refresh rates?
