Question / Help NDI Output shows black screen and doesn't output

After update to 21.1, and updating NDI plugins and NDI Runtime 3, OBS shows NDI output, shows any sources I request (Window Capture, Game Capture, etc), but only shows black screen. Streaming PC doesn't recognize gaming PC (also updated OBS and NDI Plugin). attached is log file from gaming PC since that might be the issue.
