NDI Not showing in Tools or Source Options

Hello, running OBS 28.03, at OBS startup I get error "The following OBS plugins failed to load: obs-ndi Please update or remove these plugins." I'm new to OBS and I can't find where to manage OBS plugins for one, but 2 I searched the internet and found the link from the OBS site for the Newtech NDI plugin, here https://github.com/Palakis/obs-ndi/releases used this installer https://github.com/Palakis/obs-ndi/releases
It installed, it asked me to restart my computer, I did that, and still get the error, and NDI does not show up in tools and does not show in source input options list.
