Question / Help NDI no video

apologies if I made any mistakes, new to the forum and trying to find some help with setting up OBS to OBS NDI setup

so the basic config is a gaming PC and a streaming PC linked to a network switch
the settings are all done appropriately according to various guides, as far as I know they all seemed the same and I don't think I have done anything differently
on the gaming PC OBS is able to do desktop capture and shows up correctly on the preview
on the streaming PC the NDI output can be selected in the properties of the NDI source

the problem:
there is no video showing on the streaming PC, however I have noted that the audio mixer for the NDI is being captured and fluctuating according to the mixer of the gaming PC. a short recording seems to show that the streaming pc is picking up the audio from the gaming PC

I have tried:
replacing the streaming PC with 2 other PCs and both gave the save results
disabling firewall on both ends with no difference (didn't think this would be the problem if audio was able to get through?)
tried to do it on wifi for the lulz and still the same thing

I am relatively new to OBS in general so its possible I am just missing something simple so any advice would be appreciated thanks

also I don't know if this might be relevant at all for my issues but the gaming PC can capture games and screens well, showing up nicely on the preview screen. But when I try to capture other windows like the chrome browser of discord it just comes up blank. that in itself isn't a big issue at the moment since that's now what I will be using it for but I wasn't sure if that might be related to my problem

I have checked the properties of the NDI source on the streaming machine and experimented with all those quality settings, it remains on high now but low would still give the same problem. for audio only I assume works fine considering the audio has always gotten through.

just wanted to update on my issue after I've tried a few other things

it seem when I reversed the roles, meaning the streaming PC as the main output, and the gaming PC capturing the NDI source, the video and the audio get captured nicely. I suspect there's something on the gaming PC that's restricting it from transmitting the video feed.

just to reiterate:
tried firewall off on both ends
audio was still getting trasmitted, just not video

please help
