NDI Cameras Tearing and Out of Sync

I have 2 Newtek PTZ1's and one PTZOptics 12X all connected NDI at 1080p60. I have a small 5 port gigabit PoE switch. All IP addresses are static. It seems that at least one camera is way behind the rest (5 seconds) and it tears with motion. I am using a laptop with an 8th gen i7, 16gb of ram, and an SSD. However, when I set everything to 720p all is well. Shouldn't I be able to have 3 cameras at 1080p60 via OBS with no issue?

Your cpu power effinency set for?
eliminate problem, ckear scene, add one ptz, check streaming, add second ptz, check streaming, add last ptz and check.
