That screen show is a point in time optimized, optimistic, lowest rate not shown result. which is fine for non-latency/jitter sensitive traffic (ie a file upload). but tells you little (to nothing, if not outright possibly misleading) about streaming traffic sustained available capacity.
I can stream at 4500kbps to FB on a 10mbps upload DSL circuit just fine (after switching to new PC without corporate IDS/IPS/DLP security s/w interfering)
Per the log you have an upload bandwidth problem (and I've never seen that be wrong).
Now whether that bottleneck is your PC, your LAN, your ISP, or the ingest server can be hard to troubleshoot. And specific ISP traffic routing can change over time to different destinations (ie fine one day, not the next)
- basic troubleshooting would be to disconnect ALL other devices from LAN (powered off smart devices are NOT necessarily disconnected).
- try disabling that FB chat widget (notice errors in log)
- lower bitrate until successful
