Hello everyone, I own a gaming PC with the following specifications:
Normally, a system of this caliber should be able to stream 720P 60FPS seamlessly; however, upon streaming I face a multitude of issues. My main issue is that my stream stutters horribly. It will stream normally for 1 second, then stutter for 1 second. This is unwatchable for any average user.
I am streaming using a constant 4000 bitrate, and the Fast preset. It is important to note that I can stream normally with the SuperFast preset, but this results in blocks which make the stream appear blurry. I only play Overwatch. Because I have a 144hz monitor, I normally play in 300 FPS. However, when I stream, I cap the FPS at 155. The stuttering persists no matter the FPS cap. I am playing on all low settings as well, and a GTX 1080 should be able to MURDER Overwatch at max settings, let alone all low settings. I get 120 down, 10 up for internet speeds. This whole setup seems more than capable of streaming at 720p 60FPS with minimal blurriness, but that is not the case.
I can continue streaming at super fast, but I do not like the blocks that appear, especially with the thought that other people with my computer setup can sometimes stream as high as the slow setting.
My log file is below:

It is important to note that I have attempted to use the Log Analyzer in the pinned forum post, but I could not locate the analyzer website. I have looked through various other threads as well, to no conclusion. All forum posts that reference an issue similar to mine all end in a mysterious and inconclusive manner, and hopefully this thread does not end in a similar way.
Here is a VOD of me streaming for a few hours with 4000 Bitrate and SuperFast USAGE preset: https://www.twitch.tv/videos/362587233
As you can see in the VOD, it looks "okay". However, Overwatch is a fast-paced game and I would prefer less compression/blocks. Compression is extremely present and noticeable in timestamps such as 1:46:05)
Thank you for help in advance.
