My stream lags when I play games on 144hz but not when I play them on 60hz

I have a weird issue, where my streams lag/stutter very bad (preview and stream) when I play games on 144hz settings but when I switch the ingame settings to 60hz cap it usually workes fine. It might be because I downscale to 1980x1080 (from 2560x1440 monitor) and also "downscale" from 144hz to 60hz in OBS. But I can't imagine that nobody on Twitch is playing games on 144hz.
My pc specs should also not be a problem. My fps are consistant while streaming and do not drop lower than usual.

Also I have 2 monitors and my second monitor has 2560x1440 but only 60hz
 
That logfile does not include a recording session. We need a log from when the issue was happening.
It's possible that your GPU may be overloaded, and dropping the framerate is reducing that, allowing OBS to complete its housekeeping tasks on-time to send each frame to the encoder. We'd need to see a logfile from a session where the issue actually happened to be able to tell.

Also, it's a better idea to run your monitor at 120hz instead of 144. You won't visually notice the slight drop, but that will result in a clean 2:1 or 4:1 pulldown and smoother frame pacing than going from 144hz and ending up with irregular frames leading to constant judder.
