I have ran a test it says US EAST: New York, NY 10k+ Kbps 11ms quality 96
also the second best is US EAST: Ashburn, VA 10k+ kbps 16ms quality 94
the third is US EAST: Miami, FL 10k+ kbps 46ms quality 100

I also ran a speedtest http://www.speedtest.net/result/5772109859.png

The problem is if I'm over 1k bitrate my stream sometimes goes offline, it did for 3,5k bitrate to 1k. now at 1k it didn't do it yet but 1k is so low.

can anyone help me.

You're definitely getting a lot of dropped frames, which indicates a connection issue:

20:37:07.327: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 24743 (15.4%)

Try the twitchtest again, except use TCP window size: 64k and test duration: medium. This should closer resemble what OBS studio is actually doing when streaming. See if those give you a different result.

Unknown Quick Sync streaming problems on OBS Studio 0.16.2. Please update to 0.16.4, where the issue is claimed to be resolved.

That log is still OBS Studio 0.16.2. You need to update to OBS Studio 0.16.4.
