I'll start off with saying I'm new to the recording and YouTube realm, but have tweaked OBS to near lossless recording quality. I've been playing and YouTubing RE2 since it came out and have been evolving my OBS settings along the way. The issue I'm running into is during cutscenes when the game looks absolutely stunning. My game runs perfect but obs starts to potato on the recording at these points. This video in particular is the worst culprit :

I'm looking into why it's doing this, and wondering if it's anything in my setup :
Ryzen 2700x with precision boost on
MSI X470 gaming M7 AC mobo
32g ddr4 @ 2888mhz
MSI armor rx580 8g gpu
Running 1080/60fps
I never see a dip in performance in game play, only in recording. CPU usage never peaks 10%, and I've tried watching my ram and GPU usage but end up getting sucked into the game too much to pay super close attention.
Is there something in particular in my setup that seems like a crutch for OBS? I'm thinking GPU but don't want to throw parts at it that don't need thrown and just waste money. Any input would be greatly appreciated and I thank you for any input.
