(sorry for my poor English)
I'm using Youtube stream, and its suddenly can't upload enough with old setting when I upgrade to 0.16.2.
My upload got limit in 4000kb/s (I set it on 7000kb/s)

the information on bottom-right of OBS studio showed my frame lost about 50% , also OBS crashed around every hour once (I guess its too many video can't upload and stuck on memory or something?)

I tried re-install, clear all the setting just connect youtube sever, install old version (0.15.4), but not work.

My internet & ytb account is no problem, I just tried OBS classic, its can reach 7000kb/s as well.

here is log:

I clear all the source, only put one pic. before that, I uninstall OBS studio and removed all the setting.
the only thing I changed on setting is set up output video bitrate to 7000 kb/s

its still stuck around 4000kb/s...

From your log:

Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 645 (42.5%)

You stuck about 4025kb/s: 7000 - (7000 * 42.5 / 100) = 4025.
Nothing wrong...

I got it, my speed got limit coz the frames dropped....but still weird :(

Its not drop any frames on OBS classic, so I'm sure my internet and ytb account is no problem.

This screenshot is I use two ytb accounts tested in same time, both connect to the same server.

OK, I FINALLY FOUND WHAT HAPPEN.

the 4000kb/s its from youtube limit, its true. but:

wIxaAIc.png

There is simple and Advanced mode on Output option (the green line)
When you switch , you can see different setting, so its looks like two independent profiles (blue line)
BUT, the red line option "Enforce Streaming service encoder settings" will effect both mode.

When you selected that option on simple mode, you will keep got limit even you deselect on advanced mode, vice versa.

I think its a bug, when I upgraded to 0.16.2, its auto selected by default setting on simple mode (I use advanced mode at first), so even I deselect it on advanced mode, its not work at all, its need deselect on BOTH MODE.

BTW,
If you select this option on simple mode, the frames will dropped, but if you use this option on advanced mode, its still got limit in 4000kb/s but not dropped any frames, I think that's might be another bug.

Are you sure? Because current build of the Studio uses this recommended values: Local recording not using stream encoder during "automatically record" (under the spoiler).

I read the spoiler, it's so weird,I don't know what happen, but my bitrate stuck around 4000 kb/s
and I think I never change the recommended values (even don't know where can edit that lol).

On my ytb stream detail page, its always shows my bitrate too high, recommended me set up to 3500kb/s, so that's why I thought the values was 4000 kb/s

and after I deselect the option, it's work and without limit, I even can upload over 10000kb/s to Youtube server now.

Maybe you can try do the same setting, see if we can copy the same situation or not?

By now, I can test 640x480@30 static image to youtube are you OK with it? If yes then I post results.

Oh, sorry. Because It took more time from me to make screens and upload log (I planned to edit previous post immediately...), here is results:
YouTube_at_1920x1080_by_6000_bitrate.jpg
For 1920x1080 I use 10 fps because encoding lag drops me down to the ~2300kb/s if I use 30 fps on this PC together with veryfast preset (your setting).

If I try to setup 640x480 in OBS, and 6-13Mbps (1440p) in YouTube - I got this warning from youtube:
Primary stream:
You need to change the video resolution. The current resolution is (640x480), which is not supported for this configuration. The expected video resolution is (2560x1440).

For YouTube service I have next restrictions (max bitrate depends on video resolution):
YouTube_bitrate_restrictions.png
screen from youtube page.

So, I use 6000 for 1920x1080.

And my log attached.

Edit: encoding lag in the last attempt, because I switched ON youtube's preview of the stream (and it was too much for this machine:) then I disabled it. Screenshot taken when youtube preview was OFF (OBS show ~5900...6500 kb/s).

thanks for your help test.
I just did the test on my work computer, its can't copy my issues :(

I have no idea what happen on my home computer , but its still can did it again when I select the option, I tested it 3 times before I went to sleep, even re-installed again. Is any possible I miss changed the values?

I will try record the problem when I back home.

(btw, on the youtube setting, I selected 6Mbps-13Mbps(1440p) and use 1920x1080 resolution, its no any warning from youtube. also, there is two different stream on youtube, "Live Event" and "Stream Now", thats only Live events need select about max bitrate, Stream now can auto fit bitrate which you send.)
