My OBS keep skipping frames.

I can't record anything, as every video's frames are screwed up, as every minute is one second, as in the first frame of that minute is displayed for one second straight, then the next minute's first frame for the next second, and on and on. I really need help, as I do NOT know what to do. I don't know how to publish the video to this, as I am new to OBS forums. Please help!

1. Update to Windows 10 2004 (if available) per https://obsproject.com/blog/five-simple-tips-for-new-streamers
2. Run OBS as Admin
3. Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.
 
I have just downloaded this.
I do not know how to run it as admin, and I will research that.
I've been recording, I've recorded many videos.
I've switched it on and off many times, didn't fix it.
I can't capture a certain game, so I capture my whole screen.
What do you mean by stop your stream/recording?
I've already done that, yet.. How do I send it through a troubleshooting tool? What even is that? I'm new to all this stuff, sorry.

Right-click on your OBS shortcut --> Properties --> From Shortcut tab click on [Advanced...] --> Check box for "Run as Administrator" --> [OK] --> [Apply] --> [OK].
 
Go to settings>Video and the change the Base Resolution to the same as the Output resolution. Because even tho your output is lower, the CPU still is using the Base and just changing it. So that'll make a significant difference right there.
