My bitrate is stuck at 0

So recently I've been picking up streaming again on my new Lenovo Legion Y540-15IRH laptop but as soon as I stream anything heavier than chess, say for example, League of Legends (Which should be completely fine with a strong laptop like I have) the bitrate just drops to 0 and my download and internet speed drop with factor 100 as well.
If I plug The Exact Same internet cable in my old desktop and try to stream on there then are no bitrate drops, no download and upload speed drops, nothing.
I've measured my download speed and upload speedin other places as well and it gives the same result.
I've already contacted my isp and they put down a new modem, they ran a bunch of tests but nothing unusual.

You have a ton of modules and sources ;-;
Just a suggestion; try running obs in administrator mode by going and pressing the start key and typing obs and clicking on run as admin

Can you check your monitor specs like your hz rate and your screen size like 1080p or something plz?
Whatever your screen size is, try putting the same number in the base and output resolution.
Also, it appears that you have mismatched sample rates

so they aren't the same hz.
You have multiple game captures which isn't necessary unless you are like playing league of legends, Minecraft, roblox, counterstrike, csgo and fortnite at the same time while running obs in a zoom call and skype call with your friends and streaming at the same time.

It might just have been my razer headset for those 5 years...

I'm still not a 100% sure because my bitrate was sruck at 0 one time when I was visiting my gf's place without headset.
Well currently it's working fine, for now...
