Multistream/multiresolution or similar

Hi everyone who cares! Normaly I use restream and it's fine for my tasks, but now, as Instagram's IGTV is my goal - there is a problem with resolution.
Is there a way to grab input from a program window (on windows), like 1920*1080 or 1280*720 and output 2 types of video - one for IGTV (vertical) and one wide or square for youtube on the go? Convert only for IGTV and stream it to youtube and other sevices is not an option as text is unreadeble and picture looks like very strange and small. So let only IGTV to suffer :)
PS. Sorry if I posted it in wrong place, don't know where else to put such question

Sure, I can use some virt machines..but it's not worth it definitely. Then only two separeate streams, I think. Direct to youtube\facebook\other and that stream to convert for IGTV. Can I? Is there a way to grab input from youtube live stream?

I get it, but how can I encode the stream from youtube? I mean - use restream to stream original video from my source to facebook and youtube and that streaming video I have to encode somehow to fit in IGTV and stream it with minimum delay. I know OBS can encode it, but I can't understand how to get the video first to OBS as it's streaming, it's not a file or my webcam or else, it's just youtube live.
The obvious thing i can imagine now is to open webex on the OBS computer and use it as input, but what you see in the webex chat window is not the same you see in live stream of it so better will be to use the output version (which is streaming to youtube and I can't understand how to get it for encode as you said)
