Question / Help Multiple Random 10 Seconds of Dropped Frames after Hours of Streaming

I have no idea why, but whenever I stream, it will work perfectly with no dropped frames and then after about an hour of streaming I will get a small random 10-20 second spurt of dropped frames. It doesn't matter what game I play, but it will keep doing that, after about another 30 minutes or streaming or so I get the same thing, about 10-20 seconds of dropped frames. I don't really know how to fix it, where to start, what to do, etc. So anything is helpful. Here are my specs/setup below, if you need anything help then feel free to ask. Thank you for your help in advance! <3

So I have a two PC setup:

Gaming PC:
i7-7700K
16GB DDR4 Ram
GTX 1080 8GB
240GB SSD
Windows 10

Streaming PC:
Ryzen 1600X
16GB DDR4 Ram
Radeon 580 8GB
1TB SSD
2TB HDD
Elgato HD60 Pro

Streaming Software:
OBS Studio

Hm..
Looking at the Twitch log - there are two spikes where bitrate was dropped to below 500k.
then -looking at the OBS log you provided - an Antivirus software seems to be active.
You might want to try to disable that one for a test session.
Some other opts to look for would be to keep the task manager open (sorted by CPU util) and look if there are any processes popping up during that phases.

If I may, I just looked at my logs and it says on lines 256 + 257:
01:28:15.950: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 6 (0.0%)
01:28:15.950: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 3486 (0.4%)

So I am assuming its due to bandwidth, and I should have posted his in my first post but my internet is 400 mbps down and 20 mbps up. I feel as though 20 mbps up should be more than enough to stream at 720p - 60fps. My set up though it I have two devices given to me through my ISP, the modem and router. The modem has ethernet port on it and that is where the router is connected to. The router has four ethernet ports on it where my gaming PC and streaming PC are connected to. Could that be the issue? If yes, what could I do to troubleshoot that?
