Would someone be able to tell me what settings to use? I keep getting pixelation during recording

For recording settings I have it set to the following:

Encoder: Amd Video Coding Engine
1080P
Profile: High
Keyframe Interverval: 2
Rate Control: Constant CBR
Bitrate 1000 (i tried 50000)
Use Custom Buffer Size: 0


Under Video Settings --

Render : Direct 3d 11
Download Scale Filter : 32 samples
FPS - 30fps



Any help would be appreciated, I can't figure this out.

Lower max QP (15-20 should work). Let me know if that doesn't work.
