multi webcams

i have 3 Logitech c920e . win10 . StarTech.com 4 Port PCI SuperSpeed USB 3.0 Adapter Card with SATA/SP4 Power - Quad Port PCI USB 3 Controller Card (PCIUSB3S4),Red . which is suppose to have individual power in all four ports. and the latest version of OBS. the webcams wont all work . id like to sweitch betyween them for a live webcast. i can get one or two on sometimes. what can i do?

This may neot be of any help but I use https://www.startech.com/en-us/cards-adapters/pexusb3s44v and run up to 3 c-920's and a Lifecam studion cam when needed with no problems..
