Question / Help Multi-track audio streaming

Before we get to the almost obvious point that this has probably been covered before.... I have read in depth all the articles that relate to multi-track audio, however there are a number of questions that remain.

My situation is this... IHAC that is an independent event broadcaster. They currently stream a single stereo channel containing all elements of the mix. However, the client now requires a multi-track audio stream so that a foreign-language commentary can be overlaid prior to re-broadcast.

Consequently, I need to be able to stream:

1 Video Track
2 Stereo Audio Tracks

I have no interest in recording - only streaming.

Can this be done in OBS as it currently stands?
Can OBS be configured to use multi-channel audio devices (i.e. 16 channel devices)?

OBS uses RTMP to stream and RTMP does not support multiple audio tracks.

since RTMP supports multiple audio tracks (see facebook360 spatial audio livestreaming), is there a way to make this work?
