Question / Help Monitor lag while streaming/recording

I am having an issue whenever recording Osu. I do not drop enough frames to make it an issue, i actually hold decent frames the whole time, but my monitor doesn't show the correct framerate. Looking at the FPS counter in-game, i am rendering more than 75hz, so i dont understand why on my monitor it looks like im getting 12fps. Once again, this isnt an overall framerate issue, only an issue that is noticeable on the monitor. I am not dropping frames, and the encoder is not getting overloaded. I am streaming 480p at 30fps, so i am not doing anything too demanding. If i set the FPS limit to something lower than i get while streaming, the issue does not recreate itself, so i dont think it is anything to do with the game. If i set an FPS limit while playing the game and streaming the issue still happens.
