When i record obs isn't picking up all the frames. It had been fine for weeks and then started doing it, I htough I somehow fixed it because it was no longer doing it however it just restarted doing it again. I filmed a 20 minute thing and when i stopped recording I only had about 12 minutes.

Your notebook isn't even remotely able to do what you're asking it to do. It lacks the CPU and GPU power.
- set the base resolution from 1920x1080 to your native monitor resolution 1366x768
- limit the fps of the game you capture to 30
This will not be enough. The next step is be to lower the output resolution from 1280x720 to lower values. Continue to lower as long as you get lost frames.
