Question / Help Minimize OBS streaming to youtube preview delay?

Yesterday, we had a 2 hour private streaming with OBS at below settings:-

1. 1080p 30fps 3000-3500 video bitrate and 48khz on Nvidia NVENC
2. 720p 30fps 3000-3500 video bitrate and 48khz on Nvidia NVENC

Desktop - i5 (3ghz), 24 gig ram , dual monitor 1080p , nvidia gtx 770
Internet - 25 Mbps download/upload (which i know is not we actually get)
Also, i had my friend live in Zoom and added to obs transition screen while we were live streaming. I took the stream name from his youtube channel and he is in california and i am in toronto.

So, long story short.
I got an idea that 'Start Streaming' from OBS cannot be synced with youtube 'Public preview' .I found 18 second delay in that.

Is their is away we can minimize the delay in live streaming. So we see same lip/video sync in obs as in youtube public preview.

Most of the delay is on the provider side (YouTube) as your video has to be chunked into HLS segments and distributed to the edge. OBS itself has very little built in buffering.

YouTube offers an option to reduce the delay.
If you already have that option enabled you can't do much more.
