Minecraft Recording is Slightly blurry even with a 60000 bitrate at 1080p 120fps

I've done hours of researching and gone over countless videos and forum posts i can not find a solution
my recordings look like they are in 480p 10fps when my settings are 1080p 120fps and 60000 bitrate
this has been very frustrating but i want to stick with obs as its free and very good under normal circumstances
please help if you can i would really appreciate it i've attached a recording and the logs

You should not be using a static bitrate when local-recording. Use CQP/CRF instead; they are a quality-target based encoding method that will use as much or as little bitrate as needed to maintain a given image quality level.

That said, 120fps is above the supported standard use-case and is at-your-own-risk.
