Microstuttering with capture card in OBS, but not other software.

Hello. I have a Magewell Pro Capture HDMI capture card. I am using the capture card to record game footage. Magewell has their own software for use with the card called Magewell Capture Express, but I also want to use the card with OBS. After adding the capture card to OBS as a video capture device, I noticed some small stutters in the video preview. On the other hand, in Magewell's own Capture Express software, I did not notice any stuttering in the preview.

I decided to open both software at once and start recording on both of them at the same time. Then I compared the footage afterwards. I found that in the recording from OBS, sometimes there would be a frame duplicated an extra time, followed by a frame skipping forward. This caused the stuttering effect. On the other hand, this didn't occur in the recording of the same gameplay from the Magewell Capture Express software. I tried to match up the settings from the Magewell software to OBS as much as possible - for example the Magewell software was using NVENC encoder so I ensured that OBS was using NVENC too, but I haven't been able to solve the problem.

One theory I have on this is that the video source I am recording from is not exactly 60hz - it's something like 59.82hz. In the Magewell Capture Express software, I am able to have the recording match the input signal framerate exactly. However, in OBS it seems that only certain framerates are available like 60 or 59.94, but I cannot set it to match the exact framerate of the capture card. I was thinking that this might be the cause of the issue but I'm not sure.
