Microphone only has static when running OBS

For some reason my microphone has been getting static only when I am running OBS. When I close out of OBS and try to record on something Audacity, there is no static. I also use NVIDIA Broadcast to filter our background noise. I recently added a new expansion card with extra USB 3.0 ports so I can spread out all my USB devices. That seemed to have worked initially, but now the static is back

Here is my setup:
CPU: AMD RYZEN 5 5600X
Graphics Card: GIGABYTE GeForce RTX 3070
Memory: 4xCRUCIAL 8G D43600
Motherboard: ASUS TUF GAMING B550-PLUS WIFI
PSU: EVGA 750GT 80+G
Audio Interface: Focusrite Scarlett 2i2 (2nd gen)
Microphone: Shure SM7B
