Mic input not working UNLESS another software is open

For what ever reason, OBS studio does not show microphone activity unless i open the Moo0 Audio Recorder which accesses older APIs for recording.
If i close the Moo0 Audio Recorder, OBS no longer captures the sound.
How is that even makes any sense ? It worked yesterday just fine.

on top of that, Windows sound control panel does same thing.
No activity on the microphone unless i open the moo0
