Question / Help Mic bypassing OBS when OBS is muted.

At this point I'm not quite sure what or where this thread belongs but here is the situation.
Windows 10
Corsair Headset
OBS Studio
Google Chrome (SpeakPipe to do test recordings)

My goal is to input my mic to OBS, apply some fx and output to chrome:
I've set up obs to input from headset. and set output to a virtual cable then out of the cable to chrome.

Now this is situation: I speak into the mic and the mixer level bar shows the sound . I then go to the SpeakPipe on chrome and do a test. All SEAMS fine but that is just an illusion. To test the system I start by muting the mic at the headset end and as expected nothing passes through.
Next step- unmute the mic and mute the obs mixer output and and see if the audio stops there. I go to the chrome website and do a test recording. At this point there should be no sound recorded, but it recorded anyway.

After a few more tests like changing a plugin's adjustments to show a clear sound difference from input to output and test record on Chrome again. This time the audio also goes to the Chrome site BUT the applied plugin has not altered the sound

After running multiple tests it appears to me that somehow my mic input is doing two things: 1, it is going into OBS studio (because I see the audio on the mixing bar. 2. the mic is also bypassing OBS and going into Chrome. From what I see OBS never gets to Chrome but the mic does.

I have tried many routing methods but nothing changed.

I suspect the problem is in Windows 10 routing but am hoping someone on here has run into this before. I'd appreciate any help offered. I will also post this on a Windows forum to see if anyone has run into it.

OBS can't "output to Chrome". It sends its output to an output file if recording, or to a streaming service if streaming.

The audio monitoring feature (Settings > Advanced) can send the output of audio devices to another audio device for monitoring (Edit > Advanced Audio Properties) but that doesn't necessarily mean Chrome can see that output device as an input device.

Hmmmmm, After rereading my post I realized that I didn't mention that I'm using Voicemeeter Virtual cables between OBS and Google. I'm not sure if that would make a difference.

I initially started this quest with VB so I'll go back and see if that works any.
