Mic always hot in OBS

I have read through countless threads on this and tried many things, the most interesting to me were the ones discussing mic being hot on the video side, but not on the audio side, and maybe thats where im at.

To sum it up;
Source: Sound has been directed to only go to Virtual Audio Cable
Monitors: Default audio device (Windows)
Mic: Default audio device (Windows) set to external soundcard (powered off) USB Mic set to only go to OBS
OBS: Audio 1 - Directly to Virtual Audio Cable
Audio 3: - Directly to USB Mic

USB Mic is set to allow "listening" by Monitors via windows settings (has no effect on or off on issue)
VAC is set to allow "Listening" by monitors via windows settings (has no effect on or off on issues)

Mic comes through no matter what is done so long as it is connected and has power. OBS will ALWAYS record the mic. when mic is specifically enabled in the recordings (to test) there is a noticeable echo, which means it is obviously duplicated.

So what i want to do is be able to use the mic when streaming, but not include the mic with recorded video. This seems fairly simple to accomplish (audio settings -> channel one is sound output from source, channel 3 is mic input, just have only channel 1 selected for recording), but its not it gets wild.

I also need to hear myself over my mic, so what i did was setup Virtual Audio Cable to accomplish this, i had the source sound sent directly to VAC, then through windows I set VAC to "Listen" via my monitors (headphones) which are the "default audio device for windows (all other sounds come through them)". I then also went into my microphone settings in windows and ALSO set my microphone to "Listen".

OBS displays that this is functioning correctly, because when i have the source muted, the audio channel is muted (selected to be VAC, desktop sound is a separate channel) when i add in my Monitors via the OBS interface, it also correctly displays that the mic is transmitting to my Monitors, but there is no motion on VAC when i speak into the mic.

But no matter what I do, OBS is including mic in the video. I tried to disable the mic monitoring. nope, still included.
So perhaps windows is broadcasting the mic over the default audio (which should not matter because OBS is not supposed to be picking that up) so I set the default input device to an external soundcard. Nope, still picks up in OBS.

If my mic is connected to the computer. in any way, and mic is not completely disabled in OBS, OBS will pick it up and record it. ONLY my mic, none of my other mics on the computer are being picked up (can tell by clarity and volume what mic is live), but can replicate by using the other mics, they are ALL live if selected, to everything)

Going through the log file with as little knowledge as I have on how this thing functions it is CONSTANTLY referring to "desktop audio" and im assuming this is my main issue, for some reason, somewhere, there is a setting whereby it ignores all the settings in place everywhere and it says "we are recording the mic" but i cannot seem to find it, I have looked everywhere I feel and its driving me a little nuts.

One thing that i do notice is the top it sets the default device to my Monitors, and Mic, not eh VAC, but then the entire time its complaining that the audio is lagging and its restarting, which cannot be normal.

How do i reset this? Where am i going wrong, because im not seeing a setting that allows me to correct this, nor have any of the paths online so far solved the issue.

What happens if you Disable all of these?:
