Question / Help Media Source audio stutters

I am posting this on behalf of a friend (I am their Tech Support).

My friend is a streamer, who uses media sources (.mp4) to play animations (like spike, pressing the sub button, and to celebrate top tipper). Sometimes, these animations have choppy audio. We cannot figure out the source of the issue. We've tried changing processing priority, all sorts of things. The only apparent solution that seems to work (which doesn't explain why it works) is opening OBS Studio, closing OBS Studio, and re-open OBS Studio. My friend runs OBS as an administrator.

The audio issue does happen occasionally with her PS4 capture card (Elgato HD60 Pro). But, the issue persists sometimes even when the Elgato is not being used (but still part of the scenes/sources).

I feel as though DirectShow drivers are related, but this is not my area of expertise.

When the audio issues have been present, I had my friend produce the logs.
