Media Resize

I am creating a plugin where it sets a media as a layer, then:

1. Dont allow user resize the media and/or
2. Set a minimum size for the media

is it possible?

I don't think so off the top of my head...can you describe the use case more?

I want to create something similar to http://loots.com/, so the media should be the same size

I'm not familiar with how Loots works, but based on the tutorial, is it not possible for a user to resize or re-order the Loots source?
