Hi does anyone know how to set max bitrate?

On the normal OBS there is max bitrate

Bitrate = Max Bitrate if you disable CBR (like you did)

Oh right. Just when I broadcast it goes above the set bitrate.
This is a problem as I am with virgin media and they cap a certain usage.

You shouldn't use VBR when streaming.
Enable CBR and set the bitrate.

I set the bitrate but it keeps exceeding 1600 is this normal?

By how much is it exceeding 1600? It's normal for it to go a few hundred over from time to time.

Also you have to take into account that the audio bitrate gets added to that value too.

This. Also, like others have said max rate can easily be overshot by the encoder even when using constant bitrate
