For a card that supports NVENC, encoding is separate, except for two features in the new encoder: psycho visual tuning and lookahead. These encoder features use GPU resources.
Refresh rate won't affect the lag itself unless the preview was on and contributing to GPU load, but you were already nearly at max, so...
What that does affect is stutter/judder in recorded videos, because some people notice the slight jankyness caused by that conversion and are bothered by it, but that itself doesn't show up as dropped frames.
