Massive Rendering Lag after updating to 30.2

I just installed the 30.2 update and now I am getting MASSIVE rendering lag with no changes to my encoding or OBS settings.

Ran my log through the analyzer and nothing useful came out of it. Note: no games were running, just OBS stream and record on my full webcam scene. The settings I have have been working beautifully for over a year and now after the update I can't even stream just my webcam without dropping insane frames.

The only other thing that has changed is on 7/13 I updated my GPU drivers to 556.12 and I checked today (07/17) in case it was a GPU issue and they pushed out a BUNCH of updates in 3 days; it's at 560.70 now and it did mention some NVENC and OBS Scaling bug fixes.

I also just updated all my plugins in case something was causing a memory leak or something but the frame drops only occur when Streaming+Recording.

HAGS is Disabled and Game Mode is Enabled in Windows. Looks like the bug is still around where the log says "Look-ahead" is enabled even though it's not.

Some strange things of note I've found during my testing:
  • After the update, OBS has disabled my Websocket server. Not sure if this was intentional or not but it's leading me to believe another setting got changed somewhere without my knowledge that I just haven't tracked down yet.
  • For some reason, a Browser Source with "about:blank" as the URL is causing render time frame to spike from 2.5ms up to 17ms.

Nothing in the analyzer reveals anything significant.

I just downgraded back to 30.1.2 and the problem went away; everything works beautifully again. Something is definitely goofy with the changes to the encoder settings.

And, to reiterate: these settings have been working fine for the past year with no changes to them and it seems it is a problem with the update since rolling back everything is smooth as butter!

23 plugins, most probably not updated, aren't an issue...
Simple remove everything you don't use, update the ones you do use and are compatible with the version of OBS you want to use.
Fix the WRONG COLOR FORMAT

"Color Formats other than NV12 and P010 are primarily intended for recording, and are not recommended when streaming."
I record at the same time so I'm not sure that pertains to me? And my system can easily handle it (and has been) even if it does cause some miniscule overhead for the recordings to be slightly better but there's no way it suddenly goes from just fine to dropping 80% of frames.
