Question / Help Massive dropped frames

Hey, I was wondering if I get some help with this issue I'm having. I've already seen the (mega)thread for dropped frames and tried everything within reason to no success. I also switched from OBS standard to studio and I still suffer the exact same problem.
Basically, I'll get 50-95% dropped frames for absolutely no reason when streaming, even on webcam with no games open. CPU usage is usually around 25-35% at most in this situation. I've tried altering the bitrate, switching servers, reconfiguring settings, etc. and I'm not entirely sure what to do at this point. I've also looked for a couple of other threads on the issue with little success. Maybe I'm missing something obvious, but I have no idea.
The weird part is that a few months ago I was having 0 issues with OBS and rarely, if at all, had any dropped frames. I had a hiatus since then however, and now that I want to get back into it, I'm having this problem.
Any help would be appreciated, and I thank you for your time.

With 1920x1080x30fps 3500kbps Preset Faster you get
09:24:48.972: Output 'simple_stream': Number of skipped frames due to encoding lag: 767113647 (30.2%)

Try this:
Preset Veryfast, Superfast or even Ultrafast (only change this ad observe performance)

Other option
Escale in VIDEO settings to 1280x720x30fps 2500 kbps Lanczos (or Bicubic) and use veryfast preset

Or maybe you can try NVENC. Look my "About" in my profile. With worse PC I got good results with NVENC.

Use OBS 64 bits.
Copy shortcut, edit and hook it to 64 bits OBS

also you can rise OBS process priority (advanced settings)

My internet speeds are also normal at 60 down 11 up. I also tried streaming via Shadowplay and the average framerate was significantly better, even during graphically demanding gameplay. However, it did suffer from a bit of occasional jutter. That may be because of Shadowplay itself though, I'm not sure.
Does turning on VSYNC in game help?
It has nothing to do with any games at the moment. Even on desktop or webcam (basically idle) the stream is still dropping frames like crazy, forget gaming.

The only thing I see in tyour log I don´t understand is a lot of this

Does you have several cameras?

If only one:
Try creating a new SCENE Collection

And create your scene again

No, I only have one webcam. And I also tried what you said and nothing's changed. I did have a problem earlier with Studio where the webcam wouldn't register properly, but I ended up fixing that. That might be what the log is referring to.

Sorry for the late reply. I already mentioned my internet speed earlier in the thread: 60 down 11 up. Same connection I had back when my streaming worked. I'm not sure what internet or hardware would have to do with anything if the problem doesn't lessen at all with significant changes in settings.
