I just have updated the obs to 27.0.1, and the buttom "manage broadcast" dont shows....

You have to connect OBS 27.1.x with your yt account first to get this button visible. Without account linking it remains unavailable and hidden.
Without a valid link to the according yt account it wont be possible to setup/manage broadcasts from within OBS!
