Making a plug in, where do i start?

Hey all, i have a very minimal grasp on coding but i would like to try my hand at developing a plugin for obs, has anyone got recommendations what best language or programs to use? i want to make a plugin that will automaticly rotate a source and one to activate and deactivate a source to emulate a strobe light...

am i going too deep for my boots here?
