macOS Hotkeys Outside The App Don't Work (OBS 28)

1. So this is for OBS 28: I have set my mic mute as a keybind but that keybind only works when I'm in the app but when I am outside the app like on discord or a game it doesn't work. This wasn't an issue on OBS 27 that's why I need to know if there is a fix.
