Lowering Audio Bitrate BELOW 64 kbps

Hi OBS,

Bit of a weird one. I want to do a stream where I intentionally have the lowest bitrate possible.
How would I go about doing that?
If I cant do it with OBS, could I get suggestions for other broadcast software?
 
I'm pretty sure you can do this using Recording --> Type: Custom Output (FFmpeg)
FFmpeg Output Type: Output to URL
I'm not sure what the correct Container Format should be but you could then add some custom options for Audio Encoder Settings.
Hopefully some one can assist with that part.

If you just mute your audio, it's generally around 1-3 kbps (as reported by restream and my recollection, haven't streamed in awhile do to covid).
 
can somebody tell me precisely what to do to lower the bitrate to 32 or 24? for recording
