Low upload speed when opening game

So i have an issue that never been solved until this day. I've tried multiple ways to fix this issue because but it so weird. My upload speed just fine when im not opening any games but it will starting to drop when i opened a game. Im setting up the bitrate to 4500 kbps and 1980 x 1080 for the resolution, also im using AMD HW H.264 (AVC) as the encoder. My laptop performance just fine when i check it on task manager and afterburner, it only hitted arround 50 - 60% utilization when im streaming and gaming. Also this issue is not stable, it come and goes. Sometimes the streaming just fine but sometimes it goes down bcs the upload speed just like 0 - 500 kbps at max. No one using my wifi im using it alone with lan cable (RJ45), and i got 130 mbps download speed and 80-90 mbps upload speed. When im rescale the streaming output to 1280 x 720 the result didn't change and keep uploading 0 - 500 kbps. The fps when im streaming is stable on 60 fps without any drop and now im so confused bcs i don't have any clue what is going on.

My Laptop Specs:
Ryzen 5 5800H
Rtx 3050 80W
8x2 Ram DDR 4

Found the issue, it was from my Legion Edge app. The network boost option only support the game internet and disabling other apps connection in order to boost the game connectivity.

Thankyou verymuch for this tips, i'm really struggling to find the solutions. i thought it might be in my laptop settings but it actually in Lenovo Vantage with the (Internet Boost) so it boost the connection whenever i openup some games. it does works btw. i'm using Lenovo Laptop Legion Y530.
