Low spec streaming HELP!!

I have a pc that specs are -

i5-3470 3.20ghz cpu
16gb ram
2tb hard drive
GT 730 2gb gpu
os - windows 10

Is there any settings or advice to getting a good obs settings for streaming because currently its rly laggy.

real-time video encoding is VERY demanding on a computer.

Be aware that your PC is old, and under-powered for such work. IF it will work (and I don't know that it will), you are going to need a simplistic OBS setup, and optimize OS and OBS for an underpowered PC
I tried to stream with an Intel Core i5-6300HQ @ 2.3GHz (4c/4t) Fall 2015 release, 8GB RAM, SATA SSD Win 10 Home edition, Nvidia GeForce GTX 960M and failed as the PC wasn't up to the task (not gaming, just alternating between USB webcam and simple pre-recorded videos, alongside a PPTx slide show window capture, streaming at 720p 30fps with no OBS effects/filters).
So 3 generations older CPU, and lower end GPU (doesn't it even support NVENC??) that what I had ... uh, be careful with expectations.

Personally, I'd expect you need to make sure your OS (Win10) is optimized [and not following snake oil advice from fools who have no idea what they are talking about]. For your system, getting a newer nVidia GPU with modern Turing chipset (so GTX 1650 Super or higher) to enable offload, then specific OBS settings to minimize CPU... maybe (not something I'd bet on, but others on this board will know far better than I). Then again, unless you can get the GPU card for cheap, budgeting for a new(er) GPU gets you a good way to cost of new(er) PC which would probably be a better value, if you can afford it
