Low quality recordings but not streams when using CBR on advanced output mode

Using 6000 bitrate for streaming and usually 8000 for recording. This bitrate doesn't seem to be high enough now despite the fact that 4000 has worked better than this in the past. Changing the rate control to CQP has fixed the quality issue for my recordings Also changing the output mode to simple on OBS has also fixed this but using that doesn't allow me to use multiple audio tracks.
