Low PC Utilization but Encoding Overload and Dropped Frames

My PC's CPU use was at like 20% Max and my GPU went no higher than 40%. I was also streaming using an Elgato 4k60 Pro but it's output is at 720p. I've even tried a fresh windows install and I'm running it as administrator. Unfortunately I have to stream using WiFi but my speeds are good (200/200). I have no idea what the issue could be.

You have rendering lag & that's GPU overload. Try setting your main monitor @ 120 & the other monitors @ 60. Test & see if the lag stops.
