Bug Report Low OBS FPS when game in focus.

So, this is something I had a year ago with PUBG on windows 10. Then I switched to windows 8.1 and had no issues. Lately I had to go back to win10, and it started happening again. This time with Frostpunk game.

Symptoms:
1. FPS goes to the ground in OBS when the game is in focus. It can get as low as 10 FPS inside OBS, while the game itself works fine.
2. When I focus on another window OBS gets it's full 60 fps. No warnings, no encoder overload when the game is in focus, just FPS going down. Increasing OBS priority doesn't help.
3. When the game is in focus my camera on stream is jerky too - FPS loss happens only inside OBS.
4. Nor screen capture, not game capture makes difference - when the game is focused, FPS is TERRIBLY low.

With my practice at Restream support, people were coming with this same issue a lot too - happens to few people as well. Please fix. I will to aid.

Fenrir recommended:
1. Disabling game mode (didn't help, even with registery entry)
2. Stopping Avast or disabling game mode (didn't help as well)
3. Switching to a 1-gpu mode only (didn't help, tried encoding with nvenc - same trouble)

Apparently, there's no fix for windows 10, as it just handles OBS badly.
