So after going through TONS of trouble shooting trying to figure out what was going on with OBS and why the FPS would tank so much, i think i finally found the solution.
My wife's pc started struggling to keep fps in obs when playing games. We thought it was her graphics card so we upgraded from the 780ti to the 1080ti. but the issues still persisted, and was even worse than before.
She has a lot of scenes and sources. I started looking around and noticed something about the browsersource and image sources. They had specific fps values to them as well as options to "shutdown source when not visible".
The default is to set fps at 30 and the "shutdown source when not visible" to unchecked. Changing the fps to 10 and the shutdown to enabled, my fps instantly shot back up to 60. Since there were so many sources, all of them would run in the background due to this "shutdown source when not visible" defaulting to not being selected.
OBS really should change the default for a lot of these sources to be disabled when not visible. If you have a lot of sources and scenes, fps will TANK, even if the sources are on another scene.
Hopefully this helps some of you guys out who have been pulling their hair out over fps issues with OBS on super powerful systems.
