Question / Help Low latency setup 1 frame per second

Hello, I basically need to stream a slideshow, 1fps is more than enough to stream. What are the best settings to use for this? I can't seem to find a way to manually set the fps, only control the bitrate. Should I look for some other codec?

Settings - Video.

Instead of "Common FPS Values" use "Integer FPS Value"

That helped but unfortunately there is still around ~20 seconds delay with little resources being used on server or the streaming PC.

20s delay on a streaming service is normal. What service are you using?
