Question / Help Low Frame Rate Options

I have tried 3 different cameras so far, all have similar issues. My latest cam is the Logi c920s. OBS options for resolution are on the list and also listed on the bash command line, but the command line doesn't return associated frame rates. In OBS, when I select higher resolutions, the frame rates are extremely low, like 5, 11, 15. I have to go down to 480 to get 24 frames.

I also tried this on Linux Mint 19.3 and running updates and fresh install of OBS Studio. Also tried it on an i3 laptop, same exact results, also tried the laptop's built in camera, same.

I also looked to change video format from YUV but mjpeg is not on the list of options. I'd really rather not have to use a windows box.

New, here, can't seem to edit post so I'll reply. I found addition option on the v4l2-ctl command that does show associated frame rates for resolutions. v4l2-ctl --list-formats-ext and the rates I'm seeking are listed with the resolutions I want, but only under MJPEG, which isn't an option on the list for video formats in OBS. Can I change that somehow?

I need a codec plugin update. I'm searching and I saw something for vlc, but not obs yet. I'll keep looking. Add it here if you got it, thanks. - J

I tried the installation instructions here for Ubuntu since I have Mint after I installed Mint 19.3 and still no mjpeg encoder option, so I still can't access the right frame rate for the resolutions I want. I searched for mjpeg encoder plug-in but I can't find it. I'm stuck. Does anyone use MJPEG encoding on the Linux version of OBS?
