Question / Help LOW FPS when streaming + Dota 2

Processor Intel(R) Core(TM) i7-3610QM CPU @ 2.30GHz, 2301 Mhz, 4 Core(s), 8 Logical Processor(s)
GPU : AMD 7970M

While playing game im on 60fps but when trying to preview stream, it only shows 9 FPS
