Low FPS streaming

Hey!
New to streaming, but getting a low FPS on cold war while trying to stream.
Current Build:
i5 9600k
MSI Radeon 5700xt
16gb RAM
bitrate: 4200
tried both hardware and software encoding, hardware was a little bit more smooth.
If I need to upgrade something, what is recomended? If I need to change settings, what should I change?

Post a logfile from a live streaming or recording session where the issue occurred. We can't troubleshoot without one.
