Question / Help Low Fps on stream High ingame

So im trying to stream on my computer but when im trying to stream i get low fps on the stream and its also really laggy.
i have been mixing around with the setting in obs but i dont seem to get a good result. could it be just on my end the stream is bad or?

GeForce GTX 960

This log looks like it's on OBS Classic. However, the same issue applies in OBS Studio so here's the breakdown.

Windows 10 with most Nvidia users have made OBS Classic and Studio both run very poorly when GPU usage is very high enough (around 95% or higher), mainly when trying to do 60fps recordings. This isn't present in Windows 7 and 8.1 though so it's either on Microsoft's end or Nvidia with the Windows 10 drivers causing poor performance in OBS. Only solutions is to cap the framerate in the game if supported or use Vsync if you're able to keep above 60fps, in order to reduce GPU usage down.

Also to note, do not stream in 1080p60 unless you're partnered, especially when using NVENC. Not only the quality is very poor at 3500 bitrate, but it also uses a lot of CPU to viewers, especially if they're using laptops.
