Question / Help Low FPS on stream for games other than CS:GO and LoL

Hello, so I've been having an issue where any game that I play on stream such as Overwatch, Rocket League, Skyrim, PUBG, Fortnite, and most recently, Rainbow Six: Siege, is always fluctuating between 25 and 40 fps, even though I have my stream settings set to output 720P, 60 fps and my in game is almost always at 144+ fps (PUBG 90+ fps). When I stream CS:GO or League of Legends, my game is always at a constant 60 fps on stream with 200+ fps in game. I've been having this issue for the past couple of months and have been looking for solutions but haven't been able to find anything that makes sense. I've tried switching from using my CPU to stream and my GPU to stream, but are met with the same problem on either one.

Last week, I decided to try and record a session of R6: Siege under a new scene collection, using only game capture, my desktop audio, and microphone, and had a constant 60 fps throughout the entire hour of footage. I've been using this other streaming software called Bebo and I get a constant 60 fps while streaming through that program, even with my webcam, notifications, and smaller media on at the same time of the game.

I prefer using OBS Studio over Bebo as it's what I've been using for the past two years, so I really want to know what I can do to get the FPS that I want to stream at for any game.

CPU: i7-7700K
GPU: EVGA GTX 960 SSC 4 GB
RAM: 16GB DDR4 Corsair Vengeance
